What are we trying to solve?
Public officers require secure transcription tools for sensitive data. Current limitations hinder their use, affecting daily work.
Our agency, starting with the parliament, aims to address this.
Manual transcription during parliamentary session is challenging and time consuming.
What did we do?
We identified parliament as one of the first few core users we wanted to solution for as they were still spending precious resource and man hours on manual transcription.
Our process here includes
UX research
Shadowing
Mapping out journeys
Solutioning
We made Transcribe available for public officers to handle sensitive data. Initially, it offered basic features like uploading audio, sensitivity selection, and text output viewing. Later, we added workspaces for group creation and transcription sharing.
Additionally, we included support for Malay, Chinese, and Tamil languages as English transcripts are commonly translated to these languages.
We prioritized this few needs as the core of the first release.
Uploading audio-text transcription (Not live recording)
Uploading/downloading audio with data classification/sensitivity settings.
Personal transcription workspace
Next we laid out the roadmap for this product.
Language support for Malay/Tamil/Chinese
Live transcription
Speaker Diarisation
Shared workspaces/transcription, adding/removing persons of interest
Editing transcripts, paragraphing/highlighting/adding speakers
Commenting
Success and outcome
By using Transcribe, Parliament users were also able to reduce the man hours from 2.5 hrs to 1.5 hrs for each 15 min transcript produced.
200% year-on-year growth when it comes to the number of registered users. 1,032 registered users across 72 agencies.
At the end of Q1 in FY22, close to 6,000 tasks were completed on Transcribe.
Reflections
Although our initial research phase was catered/anchored on parliament users we wanted to design this platform so that it would be scalable and will be used by different agencies within the public service as well.
Managing my time on this project while working on 2 others
Due to time contraints we only tested with 4-5 agency users for the first round MVP release
Seeking help from product owner and software engineers to understanding the domain area was a new experience
